Clicking sound from power supply

Hey guys I need help!!!! I just picked up a Twin Eagle arcade machine that is inside a DK cabinet thats neither here nor there. My problem is we replaced the power cord because the guy we bought it from had mice and they chewed through it. So after replacing that it turned on but there is no picture only white noise, no sound and the power supply which is a hitron hsa - I 30 has a fast clicking sound. Could this be the reason we do not have a picture or sound? We checked the fuses they look good and the marquee lights up as well. Maybe a bad pcb? Whats your guy's thoughts?
 
Game testing

If the marquee lights up but nothing else then go to coin up mechanism. Try coining it up. See if you hear game sounds. If you hear game sounds it means the computer is working. If the computer is working then it means your power supply has to be working.
If you coin up the game and do not hear any sounds then you have a power supply problem.
Basic tidbits of info, computer failure will rarely cause a blank screen. Usually jumbled bit and pieces will come on the screen. That being said your monitor must work and should show some neck glow at the neck of the tube.
Most people on the forum here with tell you to start by checking the voltages from the power supply and work your way up to each board.
 
Clicking from PSU points to a secondary short or a high current consumption. A cap-prob of the PSU is possible too.

Disconnect the PCB. Does it still click?

If yes, --> PSU problem.

If no, connect a car bulb to 5V rail. Clicking?

If yes, --> PSU problem.

If no and bulb lights up, PSU is ok. Failure is on PCB.
 
Thanks for the replies guys. So I went back and coined up the cab (no sound) then I further inspected the PSU and found that it had some corrosion on the connections. I removed the PSU and sanded the connectors and cleaned the contacts and reinstalled the PSU and still nothing. I will try the light bulb trick later tonight. I also called the guy and asked what had happened or what did they experience when the machine initially stopped working and he said that all three were hooked up on one outlet and they had a power surge one night and then the next day tried to power them on and nothing happened so they had been sitting for 6 years. I have an extra power supply, would it be bad to swap and see if its the problem or should I avoid this in fear it will short it out as well? Like I stated earlier the monitor and marquee both turn on but the monitor almost looks like it is collapsed I'll post some picks later tonight and see what you all think. Again thanks for the help I hope to have it running tonight or this week atleast.

Find the pin out, grab a multimeter, test the volts and make sure if it's a dk ps it's 5-5.2v
 
Its not a dk power supply its a taito which from what i have heard are garbage. They gutted the whole cab besides the transformer and the monitor and threw in the Twin eagle pcb and power supply.
 
Working but monitor issues

Ok so we swapped power supplies and we have a picture but still no sound and no buttons are registering and the contacts look good. I think we need to cap the whole thing. I attached a pic of what it is doing.

Testing

your screen shot looks like the game is working just not clear. With the power OFF first try pressing all the socketed chips down firmly and listen if any of them click down for better contact. Power up and see what you get. If that is a no go then turn it off and reseat all those socketed chips inspecting the legs. Do this very carefully. The legs bend real easy. Also there is a notch at one end of the chip. Make sure it's placed back in the same direction when installing them. Also check all your connections for good contact. Tackle one item at a time.
The sound issue with the buttons not working, start by checking for power to these wires. Check for DC volts there.
 
Thanks for the replies. Ill look at reseating the chips tomorrow and see what we get. Ill get back with you all once that is done.
