if the slam and tilt are as they should be

i'd verify you have +5V on the CPU

sounds like its lobotomized from the lack of proper +5 voltage
see what the value is on the PCB board

have you done the ground MODS ?

Yes the ground mods have been done.

I've also posted over on RGP and and the direction is leaning to Z29 needing replacement. (http://rgparchive.com/rgpforum/showthread.php?t=334280&page=1)

Strange the coincidence of a bad chip after the reassembly but it appears to be a common problem. I'm just thankful for the help and direction, don't think I would be able to solve this without it.
