I would certainly check A9 on the good board, see if there is activity there.
It is still worthwhile recording what particular ICs are doing on the good board vs. the broken one. All you're trying to see is differences, sometimes there may be there because of the game doing different things but more often than not it is a worthwhile effort.
I used to write down what each pin did with the probe, I now video it and play it back when probing non working pcbs. Much easier because you can just hear what each pin is doing.
