Chip Squealing???

A little over a year ago, my ST Voyager board fried and took out the monitor with it. I found the original guy that built the boards and had the PCB fixed. The game played blind, but it definately worked. And so it sat for a year, until today when I had the monitor fixed. When I fired it up for the first time in a year, there was a squeal coming from the game. At first I could hear it from the speakers. After unplugging them, I heard the same squeal from the PCB. The last time I turned it on, the game worked. Now all I get is a squeal and a prisim of colors on the screen, no game sounds. I then discovered what was squealing on the PCB. It is a chip next to the main power connector. The weird thing is, when I shoot compressed air directly at the chip, the squealing gets quieter. Then louder when I stop. I assume the chip has gone bad from sitting for so long. The numbers off the chip are below. What is this chip, and why would it act like this? Shorted maybe. causing the squeal in the speakers?
