I don't own this particular game but as you can see I have several EM games that I've restored. I'm going to take a shot at trying to help you. I believe your saying the following: You start a game. The accident light is on. There are no cars. I look at EM games as I look at a old time piece. All the components in a old time piece must be in balance or it won't keep time properly.
Check fuses are the correct and good? May need at multimeter to test.
On the lower back panel is the motor and chain attached to a drum. Are they functioning rotating properly? Are the opponent car discs still attached on the drum of the rotating unit? Does the drum and discs spin freely? Be careful these may be fragile as they are plastic that may be brittle.
Inspect your mechanics.
Are your step units cleaned and moving freely? Are all the springs attached? If they don't move freely this game will never work. You may have to tear down, clean with 91% rubbing alcohol, and then reassemble. Take your time do not lose any parts. No more oil - clean/scrub it all off and reassemble only.
No contact cleaner you can catch the game on fire. Rubbing alcohol only! Do not use on any of the plastic or car discs they may cloud or worse remove color.
Look at all of your switch stacks. Are you missing any contacts or switch blades? Check their alignment. Are you missing any contacts. Gently tighten your switch stacks with a small screw driver.
Do you have any disconnected wires. If so resolder.
Your accident light stuck on is likely a switch or the fact your step unit that controls the game is not functioning properly.
All of these things can be done without the wire diagrams.
By the way I think it's very cool that a vintage EM Chicago Coin Speedway is on location in France. This is a piece of history that has traveled a great distance to your home. If you can send along some pictures. Thanks for posting and good luck...

Surely a setting somewhere but i don't know. And i don't have the instructions of this game
