CHASE HQ Control Panel + Centering

I'm attempting to put a Chase HQ control panel back together and not sure where the 2 springs go. Can anyone elaborate on that?

Also, how does the steering wheel centering work with the centering pinout from the edge connector?
 
As far as I remember, there is only one spring in the steering controls used to return the wheel to center.

There is a little pcb that has an optical sensor to detect center. There should be an arm at the end of the steering shaft.

When I bought my Chase HQ, it was setup for "free spinning mode" with the steering stops, centering spring+plate, and optical center pcb removed. Dip bank A #1 = ON for free spinning mode

I should start by saying that I'm building my own control panel using parts from the Chase HQ panel but don't plan on using the motor.

When I took it apart originally, I think there was a spring on the back side for the optical sensor and then another near the motor. Just wondering, how does the optic sensor know it's at center since it's just the usual 4 pin optic sensor (x1, x2, +5v, ground)? Is there something that stops the wheel? Don't understand how the spring does that at all!
