Character won't run/dash in KOF98

I've got a weird problem with my King of Fighters '98. Apparently on one joystick characters won't dash/run when you double tap left or right but the dash works just fine on the other side. I can't see any issues with the control on the surface, as the player does move and in the hardware tests it shows the circuits opening and closing fine so I am quite baffled as to why it is doing this and how I can fix it. Could it be an issue with the software?

That said, it sounds to me like a finicky joystick -- when you're in test, does the "double tap" register as expected?
 
It does register just fine but this stick is different (newer) than the one that was there previously. I'll have to buy a new stick but I guess it will be worth it.
 
I had a similar problem with KOF97. Turned out that the actuator at the bottom of the stick shaft that hits the microswitch would rotate a little during play causing the forward and down switches to be hit and not allowing the proper frwd frwd or back back commands to register. Finally realized what the problem was when trying to pull off Kyo's DP move. This was with a new stick. After loads of competitive 2p action the stick started behaving properly and haven't had a lick of problem with it in years.

Hmm, I will look at that. This stick isn't that old but it's been in use for a while now with no improvement in control. I only found out about the dash problem recently though, I had some people complaining about the controls for a little while but I didn't know that it was only with the dash (since no one had mentioned that and I would check it and the switches registered fine).
