CGA to VGA converter 53hz

I searched around but couldn't find a great answer. Does anyone know what the cga to vga converter actually does when it takes a 53hz signal like Mortal Kombat outputs and displays it in vga? Vga is 60hz right? So what actually happens? Does it display the same frame twice sometimes? Does it create a sort of in between frame? Does it drop frames? I have not used one personally. I have one on order though. I'm just curious what the board is actually doing if anyone knows? I currently have umk3 connected to a pvm. It is syncing fine. I'm interested in the cga to vga board because I'm planning on shoving mk2 and umk3 boards into a big pc case and supergunning it for the hell of it. The supergun board I'm using just has rgb so it will be nice to have other output options. So anyway I'm curious about how the board works if anyone really knows. Ultimate (no pun intended) idea is portable authentic mk arcade. Well as authentic as possible without hauling around a cabinet.

I have an open source scan converter, ossc I'm not using for anything so I'm assuming that is among the best options for converting to hdmi. Fun shit.

JAMMA CGA is 15khz. VGA is 31khz. Check out what eviltim/viletim, maker of SCART2JAMMA used to connect consoles to a JAMMA arcade, says about the differences are between VGA (RGBHV) and JAMMA RGB:

Good read since I have been working on a DIY solution for that same purpose and learned alot about the subject of RGB video from what he has posted and what the retro console gamers post about RGB video.
