Centipede garbled video help

So I bought a supposed 100% working centipede pcb of ebay... Needless to say its broken and of course seller says tough luck its as-is.... Turns out he really didn't know if it was working he had a game 6 months ago maybe it work then... blah blah

It looks like a monitor issues almost to me excpet I have another good board which works just fine in the same cabinet. I pulled all the roms cleaned and checksumed them -- all checked out. Board is in great physical shape all the edge connectors look fine as well.

I cleaned the only other 3 chips that were socketed as well pokey, cpu and earom

In the video I put in self test and it changes colors no beep codes....

Any ideas of where to start?
 
It looks like the vertical or horizontal hold is off. If you can adjust those to get a steady picture, it might be giving you some information on the screen.

I have another board that works fine in the cabinet.

I have another board that works fine in the cabinet.

So I reset all the dip switches to defaults in all my games (they were super easy before). I had alreayds toggled them 3 times prior just to make sure they worked.

Now the board works for 10 to 20 seconds -- you can see "noise" starts then goes into the same display as before.
