Capcom CPS1 C-Board graphics issue

I wonder if this one is fixable or is the ASIC is toast. Maybe someone has seen this before? C-board with CPS-B-21 is only displaying half the picture. Specifically, the top half of the video output is on the bottom half of the monitor. Also, the game would crash and restart as soon as the demo got to a fight. The health bars would pop up for a second, but then the board would reboot.

I tried the vertical alignment adjuster, but there was no output of the bottom half of the video at all. I switched in a working C-board with a known working CPS-B-21, and the issue went away.

I don't know if this could possibly be caused by the other ICs on the C-board, or if the ASIC is just done. I pulled off the foam covering and looked at all the legs of the CPS-B-21, and I didn't find any lifted pins. I also switched the socketed chips (PALs i think), and that also did not fix the issue.

I could not find this specific glitch by googling...
