The "104" means .1uf.

These green capacitors are not going to be your problem, however. They're just deglitching caps. Not only do they rarely go bad, but the board will work without them.

The manual would tell you the values, based on the position labeled on the board like C123 and then you would go to Mouser.com or GPE for example and look them up, based on the value listed in the book. However, these do not go bad often, so I doubt it's your issue.

That's all I can comment on, not sure what could be your issue.

What happens, or lights up when the machine is turned on? Do the coin door lights come on and monitor?

Those are polyesters.
The 2A104 -- 0.1uF, 100V (2A = 100V)
The other is a 0.1uF, 50V
Looks like all digital circuitry so the voltage really doesn't matter especially if they are only being used as bypass caps.

Like RetroHacker said, these rarely go bad.

If you really need to replace them, they can be found here:

Those green caps are not going to keep the board from booting, you have other issues.
You do know thats a bootleg board right? Its probably a different pinout than a standard galaxian board so if your trying to run it without an adapter that might be the problem. Sorry, never messed with the bootleg galaxians so I cant say whether the pinout is the same. Check at mikesarcade.com ,he has a nice list of pinouts there.
