Therein lies the rub. Most folks don't understand this. You have to have an existing Paypal balance to send money for free.

I don't like keeping very much money in my PP account (I'd rather have in my personal checking acct, where PP can't TOUCH IT) but I do have to keep a few bucks in there to be able to complete a transaction quickly with no fees if I need to.

To make matters worse, if you link any bank account to paypal (so you can withdraw money from paypal), even if you never complete their stupid "verify account" (or whatever they call it), if you make a paypal payment, by default, they try to take it out of your bank account. You have to manually override it every time to have a credit card pay for it.

It used to be if you didn't verify your account, they couldn't (or at least "wouldn't") draw money out of your bank account. Now, they will.
 
Getting off topic, but since PP and feeBay are in bed together it's all good.

I have a checking account at a separate local bank set up that is linked to my PP acct. I keep less than a dollar in it. I have no other accounts at that bank.

When I receive money to my PP acct, I immediately move it to my checking account. Once the money drops in my checking acct, I immediately move it (less one dollar) to my primary checking acct via online banking. NOW the PP fawhkers can't touch it.

Aint no way I'm letting PP hold ANY of my money hostage.
