Can this monitor play jamma pcb's

There are converters out there, although your looking at paying minimum $50 for one.

You can get converters that convert to VGA, that would probably work on that monitor, or you can get a NeoBitz or Jrok converter that is simpler and goes to S-Video and just use a regular TV, it will look more authentic.

Other option is to buy a Sony PVM broadcast monitor, Most of them accept RGB straight from Jamma boards, and are much easier to deal with than arcade monitors. You can find them for pretty cheap sometimes on ebay/craigslist.
 
Yeah, CGA to VGA converter is what you would be looking for......but I would definitely read up on them first as I don't have any one particular to recommend.
Honestly, as mentioned above, I would just look for a different/more directly compatible monitor.
What you're looking for is "CGA" or "15khz" capable.
 
You should also keep your eyes open for older RGB computer monitors. What you're looking for is a monitor that accepts separate RGB signals, and supports a 15.75khz sync rate, which is the same as NTSC. Many older computer systems, such as the Atari ST, Commodore Amiga, and the Apple IIGS used RGB monitors like this.

Another option, is if you can get your hands on a European television set with SCART inputs. I don't know what kind of video standards Pakistan uses, but in most of Europe the SCART connector is fairly common on televisions, and that provides analog RGB inputs, and many sets support NTSC framerates. It's possible to use one of these for an arcade monitor - you just have to build a simple cable.
