Can high B+ voltage cause blooming???

I have a sea wolf that has a very high B+ Voltage. Could this be causing my monitor blooming, or is blooming always caused by a faulty high voltage diode / rectifier?

My B+ voltage is 100.4V instead of 73V. If I adjust it back down, will that alone fix my monitor blooming?

The adjustment resistor is not changing voltage. Where can one get a replacement resistor?

It is VERY unlikely to be the 'adjustment resistor' causing your lack of B+ adjustment issue. Also don't run the monitor with a high B+ as you run the risk of causing damage to other parts of the circuit - vertical, yoke and FBT to name a few.

It will probably be either caps in the power supply regulator circuit (if you are lucky) or shorted diodes or transistors in this same circuit.
 
R74 had no effect on pin 2 B+ VDC

I turned R74 with no effect on pin 2 B+ VDC. It is reading 104VDC instead of 73VDC. Any idea where to go from here? I am new to this. Any info on how to test power supply voltages to narrow it down? If not that, how would I find the source of the problem?
