Can 2532's be used in place of 2516's?

Assuming you're talking about "regular" 2716's...yes, they are the same.
A Texas Instrument 2716 is different (TMS2716). Everyone else's 2716 is the same. Texas Instrument made the 2516 to be compatible with everyone elses 2716. Go figure.

I recently organized my chip stash and man did I stock up on those suckers from somewhere! I think I jumped on a sale arcadechips had or something because I have tons of them now.

I dont stock TMS2716, only regular ones. I had a few a while back but got rid of them.
So yes, the ones I have are compatible with the 2516.
