California Speed: Boots, plays, but blue screen

I can't figure out if this is a hardware prob or if it is a monitor problem. The game boots and plays, but the screen is solid blue... no graphics. It really seems like a board or HD issue. Can anyone help me out with some information?

What Happens when you pull the Video feed from the board to the Monitor?

Some Monitors go blue when there is no video present. At that point if the monitor is still blue, check your connections and solder joints on the game board and were it plugs into the monitor.

Do you have another game that you could feed that boards video into the Speeds Monitor?

If you can put the Speed game manualy into the test mode and then boot the game up, to see if you can get to the test screens.

If you work on alot of games, now might be a good time to pick up a Color bar/pattern generator. They have a couple of simple inexpensive ones available on ebay for less than a 100 bucks.
