C506 on WG4906

Can someone tell me what C506 does/controls on a WG4906? I have one that I just pulled so I can do a cap kit as it's getting some rollover (Ms Pac), and when I pulled the chassis I noticed whoever did the last cap kit forgot to solder C506 in it's place, and also leaving the long unclipped leads, so they had to be grounding to the frame.

So, C506 could/should not have been working, or at least not making any contact with the chassis board as well as possibly shorting to the frame.

Amazing they would have missed this.
 
C506 is connected in the base circuit of the STR381 regulator.
It regulates the flow of current between pins 1 and 2 on the device along with R502, R504 and R505.
One indication that C506 is bad is you may see 'jailbars', dark vertical lines on your screen.
C507 can also cause this symptom, so if you change one, change them both.
