BurgerTime video issue- ugghh!!!

When I got my BurgerTime, I was getting some video errors. I re-seated the ROM's, and it fixed it- for a while. The glitches soon returned. I pulled the boards, and re-seated them, again. It fixed it, for a time, and then they returned. determined to fix it for good, I pulled the boards, and pulled the ROM's, and hit them with contact cleaner and canned air. I just replaced the boards, and It's all wrong. As soon as i turn it on, there's a big static over the speakers. The characters are wrong. Mr. Hotdog is peter pepper, and Mr. Egg is black. The letters are all messed up. Any Ideas? I really need to get this going by tomorrow.
Thanks.

Contact cleaner is the wrong thing to use.

Clean the legs of the ROMs with a fiberglass pencil or other tool. Make sure you clean both the inside and outside surfaces of the legs.

Save the contact cleaner for the channel selector and volume control on your TV. For cleaning chip legs, do as Channemanic suggested

Also, be sure you've put the chips back in the correct sockets, the right way around, and that you haven't bent any of the legs under or off to the side.

Channel selector? Volume control? You mean the remote? Why would I spray that stuff there???? I always thought when it stopped working I just needed to change out the batteries...

Update, I just looked at the rom's, and it turns out two legs weren't in the sockets, bent outwards. I put them back in, but now i have a new problem. It goes on with the terrible static, and it goes to the "Top 5 players" thing, and won't move. it won't start, or count credits. the letters are still wonky. Halp!
