Burgertime monitor interferrance

Are you talking about the blue color flashing? Maybe the blue gun in the tube has a short.
 
it appears the right side is also shrunk since i can't see all of player 2 which is likely a cap issue so i would start there and a reflow of solder. the blue flashing could be anything from the game board video wires to the neck pcb that something isn't good.
 
Caps and clean the pots. Will likely sort out after that. The blinking may go away if the brightness gets turned a little bit.

yes k4600 and here is what i would recommend is the cap kit, C621 cap, black level pot and filter cap if needed.
