Bubbles Help

My Bubbles was working fine for about a year after I got it when it began acting flakey. Random resetting, etc. Finally wouldn't boot (1-3-1 error) Swithced the faulty chip (according to the error code) with another one and ther error code followed the chip around, so I replaced all the 4116 RAM chips.

Worked fine for another while, then died again. Checked voltages, way off on chips as well as the 15 pin connector coming off the power supply.

Got a rebuilt power supply (thanks Yellowdog!), and now get the following voltages from the PS:
Pin 1 -5.02
Pin 3 11.80
Pin 4 -13.63
Pin 5 11.10
Pin 6 11.10
Pins 12-15 are all within the 5.00 to 5.02 range

when I test the voltages at one of the RAM chips I get -5.04, 12.09 and 4.6. I assume the 4.6 is the problem, but where do I begin to troubleshoot? Should I replace all the Molex connectors as a start?

Any ideas?

Currently all I am getting is a looping rug pattern, that refreshes after about 10 seconds. All 3 LEDs are lit, and there is no sound.
 
Offer Yellowdog $100 to exchange the MPU for the Bubbles MPU I sent him...

How hard is it to repin the MPU? I don't mind trying things myself, but if you have to be an expert at soldering then I would rather pay for one that's already done.
