'Broken' Tekken 2 ($150) & non-ded SF2 ($400) - Worth it?

Hey, very much an arcade newbie here. I found some units online that I might be interested in (they're the cheapest I've seen in a while that are within reasonable driving distance), unless there's a reason for me to avoid them.

The Street Fighter 2 cabinet has been converted from a Choplifter machine. Not exactly ideal, but all the 'ideal' machines tend to go for twice as much in my area. I've got some pics in the attachment.

As for the Tekken 2, I haven't received any pictures yet (despite my requesting them, and the owner saying they would send them...), but the issue with the machine according to the owner is that the monitor only displays a white line in the center of the display. Considering I was planning on taking T2 out and replacing it with another game anyway, should I bother? I'm assuming this is an issue with the monitor itself, and $150 would likely be too much for something that I'm going to have to buy another board and monitor for.

Thanks for any help, I appreciate it.
