Broken dk boards

I got a dk board set on eBay broken (tkg3 4 boards). It was missing an EPROM and had it rewritten and replaced which end seemed to help. Now I'm just getting letters everywhere. The EPROMs have no cover on the windows on them leading me to believe they're corrupt. It's has work done to it, new z80 and such. I believe it doesn't have an ic but an eprom related issue. I'm thinking of buying an eraser and programmer, erasing than rewriting the chips. First I need to find the donkey kong eprom set where it doesn't have Nintendo of America not us set 1. The one with ladder cheat, If anyone can link me to it please tell me. Also do you think it would be cheaper/easier to send it out to someone rather than getting 60 dollars worth of EPROM tools.
 
I just tested the z80 by taking the z80 from the audio to the main and it made no difference.
 
Most DK boards had their CPUs socketed from the factory, but that socket looks a little suspicious. Did you check for connectivity? I bought a broken DK board (converted to Hunchback) and had the same screen as you. I'm still fixing issues with that board, but the socket was pretty far gone and the CPU was toast.
 
Checked my sockets with continuity tester all check out. But here's two odd little guys they don't look correct. They're on the vid pcb they read f2133250

I'm just sending this to mikes arcade, it'll be cheaper than me buying the equipment and wasting my time.
