Found a strange Atari Breakout PCB with a small daughtercard in one corner. It's connected to the main board by a bunch of cables soldered to various spots on the solder side.
Unfortunately it's not working, I get a scrambled picture (maybe just out of sync) and some highspeed Breakout sounds when starting the game. One of the cables came lose, and I can't figure out where it goes...

Anyone know what this daughtercard's supposed to be?

Did you ever solve your video sync issues? I have a breakout that also has a scrambled screen when you turn it on. It does coin up and seems like it might be playing, no game sounds however just a rather loud hum.
