Bought my first Rottendog MPU and it's dead...

I installed a brand new Rottendog MPU004 into my Robocop this evening. After swapping over the CPU and the ROMs, I found that the board does not boot. The +5 and the PIA LED stay lit at all times. I have two other MPU boards that partially work with different issues, so I know the power supply and everything in the game itself is good. Is there something I am overlooking? Or did I get a dead MPU right out of the box?
 
Probably would want to message the manufacturer. I find they offer tech support too not just replacements. Lot of money for a broken product!
 
could have to do with the size of the rom chip and the jumpers. later games use a 512 k rom, i think that board is set up for that. earlier games use a 256k rom, and need to be set for that. check the docs that came with the board for info, or call rottendog and they will tell you the proper jumpers. also make sure the roms are in the proper sockets.
 
For anyone else with the issue in the future, remember to remove the jumper from J5 and add it to J4. That's all it was! :)
