The game plays, but the screen rolls back and forth. I am testing in a horizontal cab so the game is sideways, but that shouldn't cause it to roll when starting should it? It looks normal before you start the game and when you drop a quarter. But as soon as you start the game is when the screen jumps back and forth. I have 3 of these boards and they all do the exact same thing.
 
Sounds like a monitor issue or sync connection issue, not pcb. Are you hooking up composite sync?

Ok it is a JAMMA cab and the bootleg is JAMMA as well. The game looks perfect up until the game actually starts to play and then the rolling starts.
 
Check the video ground pin on the jamma harness and see if its connected on the pcb. You will probably have to solder a jumper wire from the edge conn pad to ground on the pcb. All the jamma boots I have seen dont have this pin going to ground like it should be. I have three here at the house now and none had the ground connected. Usually it just gives you a dark screen but this might be related to your sync issue.

Its worth checking out. These china made jamma bootlegs are crap. I have one here that the edge connector was made slightly narrow and if you dont pay attention while plugging it in the pins short and shut down the power supply.
The other two have the red and blue coming out to the wrong pins on the edge connector which required cutting traces and jumping them to the correct pins. Finally, all three did not have the video ground connected on the EC.
