anyone have a trick on how to get tiny 8mm nut off of a bolt that just keeps spinning with it and now way to stop the bolt since its rounded no slots for screwdriver and nothing to grab not with a crescent wrench or anything

How about some pictures of both sides? I have some ideas.
 
Like a carriage bolt?
One time for a stubborn carriage bolt that was doing the same thing to me, I took a dremel with a cutting disk and cut a slot into the top. You can then use a flathead screwdriver on it while using a wrench on the back. I also sprayed the nut down with PBBlaster and let it soak a bit. Came right off after that.

If it is just one, and I can get an air gap, I pry it apart for some tension. A little bolt can be cut or sawn if it is not in plastic or you care about the finish.
 
Or get a similar sized bolt.
Apply super glue to the head (assumes flat head on existing bolt) and stick it to the existing bolt head.

Allow the super glue to go through a full cure (24 to 72 hours, read the instructions.)
Now you can grip the bolt in vice grips (being careful NOT to apply a side load or it will snap off) and undo the nut.

You can try to file the head down if it isn't flat.

If you have a welder, you can also weld the bolt to another bolt, but this is pretty small so that would be really hard.
 
Lots of ideas here. I haven't seen "use a nut splitter" yet.
So…

Use a nut splitter. You should be able to find one that's small enough.

Vise grip on top and then back off the nut. Oscillating tool between the washer and nut.
