Blood Bros PCB plays blind.

Just pick this board up and I heard the sound but it plays blind. If you push down on the chip in the picture it actually displays the picture but not 100. Where can I find a replacement for this or do you think I it might be something else? I reflowed the chip but still the same results.

So the reflow resulted in no picture or do you get an image if you press the chip?
 
Those Hybrid-IC tend breaking pins. Check the legs of the Hybrids on the component side.
 
There may be damage inside the encapsulated IC. But, to verify the reflow is good, I would make sure there is continuity from the pins of this IC to any other connected ICs on each respective traces coming to/from this IC. While you are at it, you may want to wiggle it to see if continuity is broken.

It is likely that the RGB is handled by that chip, you can probably trace the edge connector to this IC.

I don't believe schematics exist for this PCB and unless someone has cut the shell to reveal the individual chips and traces, it may be hard to repair.
 
Yes, the RGB are generated by the custom 'UEC-52'.Basically it's a DAC very similar to the Taito 'TC0070RGB'.I started to decapsulate it some time ago and identified most of connections and ICs except for one, you can read more about here;

This custom is present also on other TAD/Seibu boards like Raiden.Anyway, like said, I recommend you to check continuity on its legs since they could be broken inside the package.For example, if the 74LS374 inside this SIL custom don't receive the clock signal, the board will play blind since all the three colors will be missing.
 
I will check the continuity to make sure something is not out of whack . In the meantime I can always use spare parts boards. If you have a dead Tad or Seibu board laying on your shelf shoo t me a pm.
 
I have to dig in my spare/scrap pile.Anyway keep in mind I'm located in Europe so I don't know if it's worth it for you.
