Black Tiger PCB no video, but game runs???

I finally got around to looking at this last night after I bought it dead from a local friend. The good:
The sound works
The game boots up and is playable. I can add coins and start a game.

The bad:
No video at all!

I'm trying to learn a bit about board repair; here is what I've done so far: reseated all socketed chips. During the process I found 1 corroded mask ROM. I cleaned it and gave it a new socket. I reseated the ribbon cables (two level board stack). This looks like an official Capcom/Romstar board.

Hopefully I'm not stating the obvious but have you tried tracing the RGB signals from the edge (jamma) connector backwards? I've had toasted resistor arrays and bad video ram on all colour channels before which has resulted in little or no video (Raiden DX, Forgotten Wrolds) Not sure why all channels would die unless someone plugged the board in incorrectly but there you go.
