Black Rose No solenoids working!

We have a Black Rose with no solenoids working. All fuses test good. Game boots up fine. when testing the coils in test mode the canon stepper motors continuously rotates. Some coils actually try to fire, almost as if there is only a tenth of power going to them.

Have traced all wires looking for shorts, test power supply lines now. Any other thoughts
 
Some things to consider (I don't have black rose but do have games with that driver board)

What is the DC voltage across all the coil lugs on the non working solenoids?

Can you list the non working solenoids by number IE 1-8, 9-16 etc) That is how that driver board works for each daisy chain for power to solenoids. Is the problem common to one power chain?

There is probably a fuse F112 ? on the solenoid secondary into the driver board and then several going out to the solenoids usually F103-F105. Are they all good?

If you have good power, can you ground the solenoid by grounding the ground tab of a solenoid to the side-rail (usually the skinny wire of the 2). Do not ground the big wire that is daisy chained or you'll probably blow a fuse. Does it fire with full power?

If you don't have good power, what is the status of the coin door interlock switch?
