BK 480 Rejuvination question

I have used my BK 480 to rejuvinate lots of tubes. Today was a new one for me though. While running rejuvinate, I let the heater warm up then held the action button, watched the indicator needle spike to ~1.8 then waited for it to fall, but it never fell much. Maybe to about 1.6, even after 30 seconds. I've seen tubes that kinda hovered or bouced around a bit, but all eventually fell to 0 or near to it. I ran the routine 3 times, always with the same result. Ran it on all the guns; the same result. Ran the clean/balance routine with the same results at lower power. (Maybe 1.0, falling to .9) Never really saw the neck flash or strobe much either. What gives? Is this tube toast? It doesn't give any other indicators of shorts or problems, and my emissions read low, but still good.
 
Tube still fires up fine, and colors are passable. Maybe my setup was wrong for this tube. There was no info on it, so I just used standard setups.
 
this is NOT for newbies . but from your post i know u are not
did u try tapping on the neck when u went to clean/balance ?
this will some times make the guns throw off the kunk on them
now not heavy taps as to break the glass but not flea taps either
again if a newbie is reading that ? it is not for u to try.
i have done that in the past on sturbern tubes
and it works most times

i would add one more thing and its usually best to have the tube screen down when doing what Ed recommended.
