Big Yellow question

Still working on getting my Defender PS putting out the right voltages, and while checking the board over with a ESR meter, I see the big yellow is running ~23,600 uf instead of the 18k uf it's rated at. Could this be why my 12v line continues to be down in the mid 11's?

This is after recapping the board, but the big yellow isn't part of Bobs kit. Guessing I need to change it out?

adding: before I posted I wanted to check it again. First time the meter returned a "leaky" error, second+ times 23k+ uf. Something not kosher...

I would just replace and re test. It is out of specs. If that is the only one out of specs that is probably the problem but I would need to look at the schematics to be certain.
