Best way to sand down a rough cabinet?

Is a standard electric belt sander the best tool for doing this? What grit sandpaper would I need to use?

I know that there are air orbital sanders but are there do you know if they make them in an electric version?
 
got my electric orbit at sears. you can get paper for it up to like 200 grit at sears, Home depot, lowes, ect, but you can go to an automotive paint store and get the paper all the way up to 2500 grit. all depends on what your desires are.

I wouldn't go any higher than 600 grit on primer.
I usually only go to 400.
The higher grits are for sanding before polishing or rubbing out.
