Best way to handle a shipping claim?

I shipped something that was packed well, was working when it left my house, but showed up non-working. Who handles the claim with the shipper, generally, and what is the best method at making sure you or the buyer don't get screwed?

The shipping box didn't show much damage, but that doesn't mean it wasn't tossed, dropped, or sent tumbling at any point.
