Best way to cut down plexi marquees?

...probably not..

Non power tool.. I'd say a sharp blade, a steady hand and time.

If you change your mind and go the way of the power tools a router is the best imho.
You can use a marquee that fits as your template.
 
use something as a guide like a piece of wood or a good ruler and basically use something really sharp to continually score the plexi on the same line. You can either do this until you cut through it or deep enough until you feel comfortable snapping the excess off. It's usually safe to do this if you've scored deep enough but there is some risk of cracking the plexi you don't want damaged. BTW my local home depot and I believe lowes sell a hand tool which is basically a sharp blade with a hooked end for scoring/cutting plexi. Take your time and don't be impatient and you will get the best results.

This tool costs less than $5....score the plexiglass with the knife and straight-edge. You want to score the material on the side of the straight edge that you will not be keeping in case your line strays from the straight edge on a pass or two.

Continue to score the plexiglass until you are at least 1/2 way into the thickness of the material. Clamp the plexiglass to a piece of wood or a table and line-up the score line with the edge of the wood or table.....and snap. This should give you a clean line if done properly.

if your town still has a local hardware store, they'll usually do this for free on their professional setup.
