Mostly the legs are rusty. Best product to make them nice and shiny. Also looks like like the bottom black part of the cabinet could use cleaning as well, anything I can use that will not remove the black paint on the metal or do I just respray paint it?

I don't have a red tent but I'm assuming the legs were chrome plated. You can try a metal polish like Brasso which contains an acid to help neutralize the rust. Alternately if the corrosion is really bad you might want to scrape and soak the entire leg in a weak acid, then switch to metal polish later. You'd want to avoid this idea on something zinc plated because it would just turn the zinc black.

As for the bottom painted surfaces, you could try cleaning but ultimately you may want to take it somewhere to get sandblasted and re-painted.

what would you use to clean the metal of the cabinet? I'll try the stuff you mentioned for the chrome legs, I assume I'd need something else to clean the black metal.

It all depends on what you're dealing with. Windex and paper towel? Car polish? Rust neutralizer and scotch brite pads? Start with something gentle and work your way to other options if you need something more aggressive.

It's metal and you said it's rusty. The most aggressive option is to sandblast and remove all rust, perform any dent repair as necessary, then spray or powder-coat a new finish. If you don't want to go through that effort, or if you think it's already in acceptable shape, then choose some intermediate option.
