Well, you've got a switcher and an Atari power brick... so you're probably not going to be using the Atari ARII. Which means you'll only be using the Atari brick for it's isolation transformer. Just supply the Atari brick with power from the power cord, and pick off the isolated AC from pins 10 and 15 on the large rectangular connector to go to the monitor. You'll also need to wire a jumper between pins 12 and 13 of that connector. You can pull fuses 2, 3, 4, 5, and 6, those voltages won't be used. As for the switcher, just supply it with 120vAC from the wall, and connect your Jamma harness to it.

Honestly? SELL the Atari power brick. Make it go to a game that actually needs it.
What chassis is the monitor? If it's new enough (i.e. doesn't need to be isolated) you might be set already. If not, you can pick up an iso, cheap. Any old 60Hz 1:1 transformer will do.

Note that this procedure won't work if it's an Asteroids or Lunar Lander power brick. (Maybe others, I'm not sure.) Those don't have any 1:1 output that I'm aware of.
