Bally radical blowing a fuse

Posting this trying to help a friend with his first pin. He is having a problem with the F7 fuse on the aux board(that feeds the flippers)blowing as soon as the flipper buttons are pressed. This happened even before he had rebuilt the flippers w/new coils. He said he also put in a new rectifier and still the same thing. He says after the fuse blows, the flippers move real slow. I do not have a system 11 machine to test it for him, any ideas what to try/check?
 
Did he replace the diodes on the coils? Even if they are new, try putting a meter on them. If they were wired incorrectly, you probably damaged the diodes. Also try and isolate the problem, to the left or right flippers. Keep in mind this game has upper and lower flippers. Also check the EOS switches- If they are not adjusted properly, the fuse will blow- not right away, but after holding the flipper for a bit it will.

As far as I know, he replaced everything associated with the flippers. He said that the fuse blew before all of this was done, but only the right flipper would blow it. According to him now both sides are blowing the fuse right after the buttons are pushed. He said everything else on the game works perfect. Other than coil diodes, what else could be the problem?
