Bally pinball switch problems?

I have an Eight Ball Deluxe problem with switches reading the same:

both the 1 and 3 ball playfield switches read "17" in the switch self test. While in play mode, if you knock down the 1 ball target, it says "one ball" but drops the 1 and 3 ball target and both light up in the bonus rack area on the playfield.

The game has a new Alltec board and a new solonoid driver in it as well. I have checked for any broken or corroded molex pins on the mpu board and they all look fine.

Everything else on the game works and plays as it should.

Any ideas as to what I can do to resolve the switch problems?

It can't be the Altek board because I tried it in another EBD machine and everything worked fine in that machine, so I'm guessing it is a switch matrix problem? I visually inspected the wiring under the playfield associated with the switches in question and did not see anything out of the ordinary. I'm sure someone else with a Bally pin has had this problem before with more than one switch reading the same. Any other ideas as to what could be the problem?
 
What other 2 sets do you have problems with?

1-7 drop targets and 2- 30 point rebounds are all on strobe #2. Check everything on that strobe for bad diodes and stuck switches.

Where are those diodes on strobe 2 located, under the plaayfield or on one of the boards in the backbox?

the top left rollover and the 8 ball target read the same switch # 33

the 2x and the 4x targets in the top left read the same switch # 01

Looking at the matrix I bet the D and the L targets both read the same #25 also.

All the returns that come through A4J2 -10 (4X,3 Drop,L target,Rollover) are also coming back on A4J2 -8 (2X,1 Drop, D target, 8 Ball Target). If you are sure the board is good Check all those for stuck switches or bad diodes. Something is connecting those 2 returns together.
