bally pacman cocktail repair please help

I have been wanting to get into arcade machine collecting and this is my foot in the door. I traded some junk for this old machone in hopes that I could learn more about arcade machines. When I got it the guy said the monitor was the problem. I got it home plugged it in and there was sound so I checked the fuses one by one and they all tested good. Tried to turn it on again and now there is no sound. Ive checked all connections and everything send to be okay. Is there some sort of settings? I see a switch behind the.door and a red button. There is also a red button om the board. I bought a 7 dollar piece on ebay that is supposed to be a pinout for vga to arcade just to see if anything was showing but I cant even get that to work. When I turn the machine on it soun.ds like the speakers are turning on and the fan does but that's it
 
What is the 7 dollar piece that converts cga to VGA that you got off eBay? That seems like whatever it is it's not actually the right part to convert the signal assuming your hooking it up to a tv or monitor. Unless you just got a super deal, they usually run closer to like 40 bucks.
 
Ok I will order the other piece that is 30 that converts. What do I need to do about the sound?
 
Are there some general steps to take to test individual parts to rule out stuff.
 
Well from your description you know the monitor is bad, now you need to rule out if anything is wrong with the board, power supply, or wiring. I'm no pacman expert but you will need to see if you can get a picture from the board for sure to see what the board is doing. If you get pic and no sound you can look at the audio caps of the board, loose or broke speaker wires, Roms maybe needing reseating etc.. It would be much easier if you could switch the board out into a known good cab for sure. A more seasoned pro on here should take over because I'm still learning myself. I just recently did my first monitor cap with Buffett as my coach :) Since you were testing fuses you could also check voltages on the power supply to see what the board is getting too.

I read over a few posts and I am going to test to make sure the board is getting power. The harness seems to be original and not in that great of shape. Also the back of the board has a big section that appears to be black however it doesnt seem as if its burnt just has a really dark color to it I will post a picture this afternoon.
 
Also the power cable was spliced when I got the machine. Is there any way I can check to see if the other guy had them spliced correctly? I guess I dont know how to make sure each wire is connected to the right corresponding wire of the three. Ground is pretty easy but the others.... I think this could be part of it because the marquee lights dont light up.
 
Thank you for that. I figured that out because the fan would only run when the coin sure was closed. visually it appears that the only thing getting power is the fan.
 
I checked the fuses one by one and they all tested good.

you checked them with a DMM, right? don't assume a visual check is enough. put the leads on the fuse holder (those can be a problem area too) to make sure you are really getting continuity from one end of the line to the other.
