My ms pac won't hold and keep high scores ..... I don't see anywhere on the pc where the back up battery is ..... Can anyone point me in the location of it, it may have been converted to a cap in the past or just removed either way I want to make sure I'm poking at the right component

That is correct. Or use a chalkboard or a piece of paper. Many early games did not contain a battery and did not contain any feature to save high scores when the machine was powered off.

There's a guy (http://arcade.souzaonline.com/) who hacked the Ms Pac ROMs to support a battery-backed up memory chip and permit high score saving. I modified my machine with that hack and it works great.
 
You need an nvram adapter pcb and roms with the customized code. It requires one wire to be soldered to a leg of a chip but is otherwise plug and play. As of right now the only other option is a multi kit that saves scores.
