Bally Lamp Driver issues...

My lamp driver on Xenon is having a few lamp issues. The following lamps arent working:

1st blue N, 1st amber N, 2X drop target, extra drop target & moto 15.

I can rule out bad sockets and bulbs for 2 reasons, they all work with another lamp driver, and I can get them to light up with this one by probing pins to ground. I have replaced header pins and connectors, checked for bad solder joints, checked all the resistors and replaced a few SCR's that were bad. I'm at a loss with this one. The problem has got to be on the board somewhere. Any ideas?
 
Look at your schematic. If grounding the header pin makes it work and you have continuity to the scr, try applying +5v to the chip side of the resistor ( or right at the pin of the IC that feeds the cooresponing scr of a non working lamp. That should test the scr. If it works there I would guess the 16 to 1 decoder IC is bad. If not the scr is bad.
 
Well, these lamps are going to 3 of the 4 IC's, and putting 5V to the proper legs isnt doing anything. SCR's have already been replaced. Still can't get those 5 lamps to work with this lamp driver, guess its time for a replacement.
