I have the piece that looks like a rod with the cat head on it, but I need the piece (assembly) that pushes it in for score. 'B-13016' I think it is, but not sure. Anyone know where the heck I can find one of those?
 
It looks like the entire mechanism, including the part you described, is part # B-13016. That also includes a bracket that is mounted to the playfield, and several other parts.

Using the terminology from page 66 of the operations manual, it sounds like you have at least part of the "Target Assembly" A-13013 that consists of the target and decal and the rod. The rod passes through a hole in the bracket and touches 2 o-rings that go around an axle (the drive assembly). When the ball hits the target, the rod rotates the axle and a disc with holes in it rotates through an opto that registers the hit. The harder you hit it, the further the target moves and the more the axle rotates. An extension spring connected to the rod moves the target back in position to get hit again.

So you may not be missing anything. Look at the area where the target goes and see if you can spot the bracket with the hole in it. The rod goes through there, and then a clip ring goes on the end and the spring attaches to the clip ring. It's possible the clip ring is still connected to the spring and you just need to put the clip ring back onto the rod. The clip ring is part # 20-9611-18 and the spring is 10-410. If you can't find those anywhere I bet you can get the clip ring at the hardware store. Just take the rod in and look for one that fits. The spring is probably a bit trickier since it has to be the right size, but in the worst case you can probably modify one to work.
