Baby Pacman vidiot board help

New to fixing boards and need some assistance.... Please overlook a stupid question :).

The vidiot board seems to be getting power but no led flashes And no sounds

Readings are as follows

TP1- 27.7
TP2- 5.21
TP4- 5.13
TP5- 8.42
TP6- 16.51
TP7- 2.610

documentation says if you get no flashes it may be an issue with U29. But I don't think the power is correct. Any advice appreciated
 
can't vouch for voltages right now don't have a manual in front of me... but check for acid damage to the sockets and roms... i would re-seat the roms if they are oxidized clean up the pins before you reinsert the roms...
 
Thanks for the quick response.
No acid damage on the board. Front and back look clean. Pulled all proms and connections and reseated. They all look clean as well - but cleaned as well.
The boards color pots work and static sound when changing the sound pot but that's about it right now. No game sound at startup and no led on vidiot. Tests do not work but assume they won't until game boots

Based on the documentation I have been able to find - Im not sure the voltage reading are correct - but not sure where to go - should I look at replacing the capacitor on the board (picture below) -
if not power - could it be an issue with U29 (pictured below) - but where would I find one of these?

That would be great. While you are at it (or if someone who has a working vidiot) can you also check the following. Based on what I read.
The pins on u8 pin 37, u27 pin 6, and u7 pin 34 should be 4.5volts. Mine are reading 5.1. At lease they are all consistent.
It also says to check the volts on q4, q5, and vr3.

Q4 is 4.46
Q5 is .716. ( this would seem to me to be a problem but the reading at the EPROM is close)
Checked leg marked B going to the left on q4 and 5

VR3 is 6.65. Checked leg to the left.
