Baby Pacman Flipper Problems.....

Well I have a semi, fully functional Baby Pacman that I just recently restored.
What I mean by semi fully functional is that the game plays 100% except for a problem I'm having with the playfield flippers.
While playing the pinball section the flippers have a tendency to not functional from time to time.
Press the button once nothing. Press it again and the flipper engages say half way. Press it again and the flipper deploys fully.
Can some one help me out to fix this problem.
I've tried dialing in the set screws on the bottom of the playfield on both flippers with no change before someone chimes in on trying to adjust those.

Did you clean the flipper and end of stroke switches? Also check for cold/cracked solder joints on the relay mounted on the driver board, also check the header pins for bad joints.
 
probably need to rebuild the flippers
clean the contacts with a business card pulled through the contacts with pressure pushed against the contacts while business card pulled through
or, install new contacts

I could be wrong but I don't think Baby Pac cabinet flipper switches are gold plated. I think they are the same as any of the early Bally SS games which are a higher voltage and can spark and burn the contacts which require filing with a flexstone or fine file.
