Baby Pac-Man won't go into communications test

I'm working on a Baby Pac-Man that won't boot. The Vidiot board is flashing ten times and the MPU board is flashing six times. Pressing the test switch on the Vidiot board causes the color bar test screen to appear. The game will not go into the communications test. Without pressing any test switches, the screen cycles through a jumbled mess of character data.

I attempted to take a video of what the game does during startup. I'm not sure how useful this is, as the screen shows up very bright on the video. You can occasionally see some jumbled character data on the screen, and that the playfield is active (MPU has booted).

Could this indicate a problem with the communications section itself on the Vidiot board? I know communications between the Vidiot and the MPU are often problematic, but it seems like it would at least go into the communications test and show a problem.
