I've read the instruction book several times and I just don't understand step 4. what cutoff voltage do I set it to? what about the one division part? anybody explain this to me.

The top scale is used for cutoff voltage. The first two numbers on this scale are 0 and .2. The cutoff voltage should be one division above where it defaults to, a division is the small markings, there should be three between the 0 and the .2. Usually I see the cutoff set to the first or second of these small divisions.
