Atari Tetris Problem

I just got an atari tetris the other day and it wont boot up. I have checked the voltage and its good, I have used another board in the cabinet and it was fine. When I turn it on it say push player 1 start for next test, and something else on the bottom of the screen. It flashes that and restarts.
 
The dip switch is set on test. I forget what it looks like but if you look up the manual for the board you'll see which switch it is and change it to normal.
 
Yeah there is 4 dip switches and a test switch. I switched the test switch and it doesnt change. As far as the manual i cant find a service manual on it.
 
I looked in the manual but didn't see any dip seetings listed. According to MAME, it looks like dips 3 and 4 have functions "freeze step" and "freeze." Dips 1 and 2 are shown as not used. Not sure why it would be stuck in test or if those dips could effect that. One thing I noticed is that player 1 start uses the same button that rotates the pieces so if you're testing it on a JAMMA cab try using player 1 button 1 instead of the start button (if you're not already).
 
Yeah thats the problem i was running into couldnt find anything on the switches. I am going to plug it into another cab tomorrow and see what happens, if I cant figure it out its going to eldorado games to get fixed. :)
