Atari Football 4 Player problem, Need help.

I have an Atari 4 player football and just recapped the A/R-1 board and everything spec'd good. Now I bought it as monitor not working but there could be a different problem. I also recapped the monitor and fixed some bad spots on the board. When I turn it on the counters inside the coin door go crazy and start racking up numbers. The lights on the play select screens blink on and off and an occasional sound comes from the speakers. I am hoping someone can point me in a direction to start troubleshooting. As for the monitor (I am posting in monitor section as well) before I capped it all I got was random arcing in the neck tube, now I get constant arcing, an occasional strong arc/pop and a little glow in the tube. Not sure these are related but just wanted to give full dretails.

Stop using that monitor! Who knows what you're doing to the board by continuing to use a monitor with a bad tube. Any arc in the neck is a bad (de-vacuumed) tube.

My video pinball was that way when I got it, and in addition to blowing out a transistor and several resistors on the monitor chassis, but almost all the resisters on the wires going to the tube socket were toast as well. At least they're not hard to fix.
