Atari Football 4 Player monitor help and more

I have an Atari 4 player football and just recapped the A/R-1 board and everything spec'd good. Now I bought it as monitor not working but there could be a different problem. I also recapped the monitor and fixed some bad spots on the board. When I turn it on the counters inside the coin door go crazy and start racking up numbers. The lights on the play select screens blink on and off and an occasional sound comes from the speakers. I am hoping someone can point me in a direction to start troubleshooting. As for the monitor (I am posting in general section as well) before I capped it all I got was random arcing in the neck tube, now I get constant arcing, an occasional strong arc/pop and a little glow in the tube. Could this still be a hairline crack since recapping changed things? Not sure these are related but just wanted to give full details.

It could be a cracked neck or possibly shorts inside the neck. Have you tested it with a rejuvenator? Monitors that sit with the neck down like in these cabs have a greater tendency for shorts to develop within the neck, many of these shorts can be repaired with a rejuvenator and "mechanical agitation" of the tube.
