Those look like asset tags - they're usually numbered and affixed to equipment owned by a company to identify that equipment as company property.

If I had to guess, your machines may have been Atari property at one time; the tags likely weren't removed when they were sold or removed from inventory. That's purely speculation on my behalf, though.

This would be my guess.

I would think that is correct.

I've seen one on another local klover's game, and i have one on my congo bongo

Perhaps they were on location in the handful of arcades that Atari operated. That would explain non-Atari machines having the tags.

Similarly, I've had two games with Showbiz Pizza Asset # tags. Those are aluminum plates though, not decals.

This is purely speculation on my part, but I would guess these are games that Atari owned in 1984 as assets when Warner Communications sold the division and they were valuing the company.
I.E. they inventoried whatever assets they had on the books when they were selling the company. The "51000" at the beginning is probably a prefix meaning they started at 51000001 at the start of the inventory. Maybe the "51000" prefix is for games?

When your selling a company there are several things to take into account when assigning a value to it. Future earnings, physical inventory, buildings / real estate, customer lists, basic office stuff like computers other assets etc.
I may be way off on this, but that would be my guess.

EDIT: It looks like they are done in the same handwriting (at least two of them) even though they are 85 numbers apart.
What are the games these are on? I assume they are all different games?

That seems like a very specific guess.

I would bet they were part of the Atari arcade chain. As I said, Showbiz Pizza used the exact same thing - Asset # tags, Aladdin's Castle too.
